Assault Rifles were developed as a natural compromise. They improved on submachine guns by scaling up the ammunition so that it was accurate at longer ranges, more deadly, and with better armor penetration. They improved on bolt action rifles and semi-automatic rifles firing more traditional military bolt action rifle cartridges by making them lighter, improve ergonomics, reduce the recoil, and increase both the numbers of bullets carried and the number of bullets in an easily replaced box magazine.

Rifle programs proceeding along these lines were being run virtually everywhere. They were active in the United States, Germany, Russia, Japan, France, Italy, and other places. The German program was active in the 1930s. The program in the United States started in the early 1900s informally and formally after world war 1. The french program also started after World War 1. The Russian Program started before the revolution.
