Dubious article: term appears almost unused

Is Wikipedia polluting the terminology? I see various sites quoting this literally, barely any occurrence of the term outside those derived from WP. All I found was:

In http://users.cecs.anu.edu.au/~Qinghua.Qin/publications/pap213E-JTS.pdf, the only occurrence of the phrase is in “Moreover, the features of ... in the HBI-FEM make the algorithm have potential applications ... by constructing special-purpose elements such as ..., hole element, ... .”.
